        "conservation_statement": "The painting received its first comprehensive treatment at the end of 2025 with the treatment goals being primarily aesthetic. The painting was examined as part of an ongoing inventory project and from previous experience treating works by Frank Boggs, Dean Yoder, Lapis Senior Conservator of Paintings, recognized that the artist had likely intended a cool-toned color palette. In the state it was discovered, the true tones of the paint layer had become imperceptible beneath the severely degraded, yellowed varnish. Analysis with FTIR (Fourier Transform Infrared Spectroscopy) suggested a natural resin (likely mastic). Treatment began with careful removal of the darkened yellow varnish layer. In addition to varnish removal, an edge lining was placed to reinforce the upper tacking margin which had become brittle with age. <br><br>The suite of technical imaging performed during the examination included X-radiography and Infrared reflectography. The infrared reflectogram revealed rare insight into Boggs' process when remnants of a previous composition were discovered. Through research of comparable paintings, probable locations for both the abandoned composition and <em>Harbor Scene </em>were suggested<em>.</em> The abandoned, sketchy drawing was reminiscent of a scene that Boggs had painted several times in his career: Pont Neuf overlooking the river Seine. Boggs had recycled the canvas and obscured the lower composition by rotating it 180 degrees and applying a separating layer of white paint before proceeding with the construction of <em>Harbor Scene</em>. Similar elements and buildings were found depicted in another of Boggs' paintings titled <em>Whitby Town</em>, which is a small seaside town in North Yorkshire England.",
